Submitting your site to Google is totally free. The following URL is where you can submit your site:
http://www.google.com/addurl.html
No registration is needed. You only need to submit your home page then the Google robot will crawl your entire site and find all other pages. In the case that your site contains dead link (some page cannot be reached from the home page), you will need to submit those pages one by one. Why bother? Just fix the dead links.
There is no paid inclusion service offered by Google.
